Turn off gitlab CI artifacts

Hi @ngs333, the gitlab CI will currently compile and deploy fre-nctools on gaea automatically for new tags.

The 2022.01 tag has the artifact-saving problem, though. Could we re-tag 2022.01 after this merge? Or something else, 2022.01.01?
