* Adds rrfs_bucket.fd initial stuff

* Updates from building it, and also a generalization.

* Updates bucket_diff code, cleans up legacy makefiles from bufr codes.

* Cleans out two more legacy makefiles.

* Adds netcdf to cmake txt file to see if resolves runtime error.

* Reverts netcdf load.

* Cleans up some formatting issues, and comments out some of the verbose
diagnostic prints.

* Pushes the bug fix for the bucket_diff.f code.
