Experimental I/O Driver Design

This PR is primarily to experiment with a simple, template-based virtual driver design. Currently includes a GeoJSON driver using Boost.JSON and a GeoPackage driver -- both output a new FeatureCollection class distinct from the current geojson::FeatureCollection class.
