GitHub actions upgrade

Opening this PR to address issue #771. Updated all instances of checkout@v3 and cache@v3 to checkout@v4 and cache@v4 to utilize Node.js 20

• Changed all instances of checkout@v3 to checkout@v4 in documentation.yml and test_and_validate.yml

1. Tested by merging my branch into main in my forked repo to trigger the GitHub action workflows
