TRG windspeed bins!?!?

According to Laura the ATB defines TRGs using windspeed bins, if this is true:

1. Why are we not using them?
2. Can we use them instead of the lcoe_fcr bins?

Jonathan Ho definitely gave me the impression that the TRGs were based on LCOE, which is related to wind speed but not explicitly binned based on that. We should clarify

I don't doubt that, but Laura definitely specifically said windspeed for Wind, GHI for PV, and DNI for CSP, which makes SOOO much more sense...
