This update reflects changes approved in new revision of Recommendation P.528-5 during the July meeting of ITU-R Study Group 3.

Additionally, updated DLLs are provide with digital signatures to ensure integrity of the compiled binaries.
Minor release adjusting the behavior for input frequencies between 100 MHz and 125 MHz. Also, behavior of warning messages has been updated to reflect that multiple warning messages can be returned.
