What do you want to work on?

I want to resolve #4952 by defining guidelines for illustrative draft prs in CONTRIBUTING.md

Why this change?

Now draft PRs from community contributors fail the acceptance check immediately even when exploring early design ideas. protecting maintainers from oversized unaccepted prs.
Thanks
