Once #82 is done, we should have docs for how developers can pull/use these images locally for build/test.

We have comprehensive documentation on how to use our Linux containers here: https://github.com/NVIDIA/cccl/blob/main/.devcontainer/README.md

We should expand on this with similar documentation for setting up native Windows build environments.
