tests: podman in podman docker file with wdio deps

Learning: Running container in a container is not simple/straightforward. See podman-fedora-wdio.dockerfile for all the required setup for podman in a container

todo:

• Use the podman-fedora-wdio container to run the e2e tests
• ensure event/error reporting is turned off or set to test-env

future:

• add test to remove a node
• add test to switch clients
• see if the node starts successfully (given that gha networking, env is sufficient?)
• have long-running tests which try each client combination for 10+ minutes
• ensure each combo starts syncing successfully, has peers, etc.
• this may need to be run using github-private-runners or just manually start these tests
