After the update to the azure-* libraries, the Azure backend is totally broken and the update might need a non-trivial work to revive it. This disables the backend for now until it is fixed.

It's unfortunate but I've gave the update a shot and concluded that it will need some non-trivial amount of work to revive it (more than just few hours). I'd be happy to remove this if someone creates a PR to make it work but for now I think it would be wise to move forward with this so that we can create a new release that would be usable with NixOS 19.03.
