Issue description

Steps to reproduce

$ gnome-shell-extension-tool --create-extension
Traceback (most recent call last):
  File "/run/current-system/sw/bin/gnome-shell-extension-tool", line 20, in <module>
    from gi.repository import Gio
ImportError: No module named 'gi'
