Additional context

scipy update from 1.11.14 -> scipy 1.12 caused above failures. downgrading scipy back to 1.11.14 and unit tests pass. opened issues:

• unit test failures with scipy 1.12 osqp/osqp-python#121
• x64 linux test_solve_feasible[True-False] unit test fails with scipy 1.12.0 bodono/scs-python#81
• unit test TestQp::test_all_solvers fails after updating to scipy 1.12 cvxpy/cvxpy#2341
• unit test failures on aarch64 linux with scipy 1.12 google/jaxopt#577
• unit test failures with 4.7.5 and scipy 1.12 on aarch64 linux qutip/qutip#2316

failures on osqp look significant -- large mismatches but apparently is the result of changes to random matrix generation
