emacsPackages.shrink-whitespace.src returns 404

Issue description

Building emacsPackages.shrink-whitespace on master, I get this:

this happens because the Gitlab archive api mishandles repository names which include dots https://gitlab.com/gitlab-org/gitlab-ce/issues/38537. See also #53073
