  1. nixos/networking.nix: make /etc/netgroup empty 

    nscd complains when we say to cache /etc/netgroup but it doesn’t
actually exist. To silence these (apparently harmless) warning, just
make /etc/netgroup empty on NixOS

Fixes NixOS#68603
