This fix means that a Rudder-agent 4.1 will not send reports to a Rudder-server 3.1. Is it expected ?

Indeed... I will also patch the 4.1 agent to keep previous behavior, but we should also accept cf-agent when possible to be compatible with vanilla/enterprise CFEngine.

In our case, that means 3.10 Windows agents will require a 4.1 (or 3.1.18, etc.) server.

This should be done on 3.1
