Why does it need to be strong named?

We have always released a signed nuget.exe on codeplex (For example, at http://nuget.codeplex.com/downloads/get/1441483).
Because, some people prefer signed exe like in this #559)

We have not uploaded a signed version of nuget.exe v3 beta anywhere. That is what this bug tracks
