NuGet IntelliCode Package Suggestions are missing Author in packages list #13515

Repro Steps & Context

As part of the new feature for Known Owner rendering in PM UI, NuGet/NuGet.Client#5766, the IntelliSense Suggested packages (indicated with a * in the packages list) now attempt to read an Owner property from their metadata in order to render Known Owner profile hyperlinks.

Since author is never shown as the feed supports Known Owner, these suggested packages now always show a blank instead of "by author" beside their package ID.

The owner metadata is not available from IntelliSense, so there will never be a hyperlink to show.
In some cases, author is being shown as a hyperlink, which is incorrect.

I've updated the spec for the feature in #13514 to clarify that author will be shown for IntelliSense suggested packages
