Instructions to add a new tool on the site itself

User Story

As an end-user, I wish to know how to add a tool to the site when I come to it directly, not via the GitHub repo/README

Detailed Requirement

• At a minimum, a link to the GitHub repo (such as a fork-me ribbon)
• More comprehensively, a new page on the site with instructions (possibly on a drop-down menu for future expansion, re: API access API for OpenAPI tools #60 etc)

Edited the above with a CSS-only solution for a GitHub ribbon in case that's the way you wanted to go.
