Slack or Gitter Communication Channel for Efficient Communication

Hi,

There is a recent post about building a communication platform to discuss.
I think it would be a good idea if we could set up communication channels such as Slack so we can discuss topics that are not hard technical issues. It is less efficient using the Github platform because the issue is mainly used to "officially" state the bugs in the code.
Another option is to use the Gitter platform as used by NeurIPS Learning-To-Run competition as in here:
