Better towgs84 parameters for Pulkovo 1942(83) in East Germany

For EPSG:2398, PROJ currently uses the 3-parameter transformation values valid for Czech Republic; Slovakia (EPSG transformation EPSG:15998):

+towgs84=26,-121,-78,0,0,0,0

For use in East Germany, the transformation codes EPSG:1675 or EPSG:1775 would be better suited:

+towgs84=24,-123,-94,0.02,-0.25,-0.13,1.1
+towgs84=24.9,-126.4,-93.2,-0.063,-0.247,-0.041,-1.01

This should be applied to EPSG:2397, 2398 and 2399. All three are valid inside Germany only.
