Add OSTN15 ntv2 from Ordnance survey which supersedes OSTN02

Add new Ordnance Survey (UK BNG transformation) which supercedes OSTN02 - Provided by Ordnance Survey

Grids are maintained as a separate download from the repository. "Great Britain" is listed as a "non-free" grid that can be freely downloaded.

Perhaps it could be discussed if the BSD license is considered free enough to be distributed with the proj-datumgrid. That is if you want to begin that conversation.

At the very least, the website link should be updated. Is there a link to this file on the Ordnance Survey's website?

Hi Micah,

Thanks, I have the proj.4 fixed for OSTN15 but wasn't sure how to implement it, it's normally quite easy.

I have a fixed srs.db (let me know if you want it) but can't see where to post it, and the OSTN15_ntv2 gsb file is provided here: https://www.ordnancesurvey.co.uk/docs/gps/OSTN15_NTv2.zip

My apologies for any problems, I'm not a developer but I DO do a lot of work with coordinate systems and implemented OSTN02 for QGIS.

Any help you can provide is greatly received.

It is not clear to me if it is allowed to redistribute the grids, so instead I have added a link to the grid files on the webpage. See 37d8b7a and http://proj4.org/grids.html#great-britain
