[TS][Angular] changed the package install instructions to install the .tgz package #1989

…instead of symlinking the package - otherwise you'll get trouble with links on windows

@wing328 thank you for your hint - I updated the commits
because I am not using github only - it is sometimes difficult to keep the overview :D
