Fixing distributor component to work with new OpenMDAO convention #127

Making component unit tests run w/ 2 procs
Using this fix, Updating mphys wrapper to use new convention for parallel derivatives smdogroup/tacs#163, and @naylor-b OpenMDAO branch, all of the integration tests (both single discipline tacs and vlm/tacs) appear to pass for me
This should be merged in after POEM 75 is finalized
CI unit tests are expected to fail until the convention is adopted by OpenMDAO
Bumping min openmdao version requirement to 3.25 in setup.py
We should create a version bump on the mphys side as well
