Segmentation fault error when trying to start OpenNebula in MASTER mode without a DB bootstrapped #3161

Description
When OpenNebula is started in mode MASTER without a DB bootstrapped if generates a segmentation fault error.

To Reproduce
1- remove OpenNebula DB if exists.
2- Set federation mode to MASTER in oned.conf
3- Start OpenNebula

Expected behavior
The error should be controlled by OpenNebula.
