I think OpenRA has trouble mounting mix files inside TIBSUN.MIX at https://github.com/Mailaender/OpenRA/tree/tiberian-sun Not 100% sure about that and I have no clue why this could be the case. My current workaround is mounting folders into which I extracted the packages with XCC Mixer.

Distinguish between classic and crc file hashes. Fixes #3306, #3328.
