Create turf by pre-existing attribute

Hey folks, was looking into using this for city council phone banking.

We have city council district already in our data - but not latitude and longitude. It would be super handy if I could load in the data with a city council attribute (which works) and then define "turfs" by that attribute instead of geographical shape.

Right now it appears that assigning phone bank volunteers requires Turf, and Turf requires latitude and longitude. I'm a newbie here so I might be missing something.
