Skipdraw and SkipDrawOffset isn't obvious to what it is. SkipDrawStart and SkipDrawEnd makes it obvious it's a range of values. Also forgot to change the IDC for Disabling Partial Invalidation.

Description of Changes

Consistency and makes it less confusing.
