Make it clear that some WT annotations can be covered by GO annotations and do not need additional phenotype annotations

eg WT pathogen protein with normal protein localization can be captured by GO CC without needing phenotype annotation.

altered pathogen protein with normal OR abnormal localization would be captured by pathogen phenotype annotation.

In metagenotypes, both the WT control metagenotype and altered metagenotype would be captured by PHI phenotypes.
