I found a bug. In version 1.20.4, when the player finishes downloading the texture, he is kicked and the console error is "You were kicked from lfhub1: disconnect.genericReason".

I tried to reproduce your issue with Paper 1.20.4 build 328 and couldn't replicate it, everything is working fine for me and the resource pack is successfully downloaded and applied when sent from the Paper server. Which version of Paper are you using, are you using ViaVersion?

We don't support protocol hacks, especially when you're using pre-release software for said protocol hacks.
