it is not clear if a change to a pledge amount creates a new pledge id, with a different created_at timestamp

could you confirm, as I am currently building https://github.com/bevry/sponsored

Yes, currently every change to a pledge makes a new pledge, so the pledge id for the same person could change. We're working on fixing this functionality, because we know how much it is not ideal.
