removed bootstrap_dev and devtools_dev. changed devtools to only use .prod, this could be changed once .dev url is updated to point to prod version. Also changed check for boot strapped function to look for .prod not .dev.
bootstrap now checks for devtools and wrangler. if ether are missing it installs all core rulesets. devtools is updated to use wranglers new function names.

bootstrap now checks for devtools and wrangler. if ether are missing it
installs all core rulesets. bootstrap only checks for .prod of both rules. on the development website this should be changed to check for wrangler.dev instead of wrangler.prod. devtools_prod.krl is updated to use wranglers new
function names.
