Implements the high level site structure and provides meta-docs relating to this.

Resolves #45

Provides a high-level overview of document types and initial
descriptions for the form and purpose of each of these.

Some rearranging and addition of "index" pages titled the same as the categories.

Meta-docs are definitely useful. I adapted them across as basic templates for "index" pages for each category. The additions to the main ReadMe are probably also useful on the main title page, but that's a separate branch at the moment

Appears to be duplicate category landing.
Removes duplication between directory name and index file name to
prevent potential for drift if renaming a content dir.
