Adding tarfile.extractall() plugin with examples

I ran the following tests with tox:

tox -e py27
tox -e py35
tox -e docs
tox -e cover

All tests were successful, documentation properly generated.

From https://docs.python.org/3/library/tarfile.html#tarfile.TarFile.extract, it appears tarfile.extract() has the same issue.
