[Regression] Conan can no longer load menus on PPU LLVM

Update:
On PPU Interpreter, it never fails. On PPU LLVM it fails 9/10 times at least.

Because of this issue: #7367, Conan tries to write files to the HDD every launch. Previously though, it would load menus about 8/10 loads with it freezing at some random percentage on other launches. But now it's 0/10. Can't get into the menus at all anymore.

Not sure when this started but this has been going on for a few weeks and it was loaded about 2 months ago, so sometime in late Jan/early Feb probably.

Menus seem to load pretty reliably now. This can be closed.
