Every time you start the game, it installs ~700mb of files to user hdd in dev_hdd0\game dir.

This is obviously incorrect behavior and waste a lot of (limited life span) hdd writes. This also leads to other related issues like this: #7733

Config:
Windows 10 64-bit
GeForce GTX 1080
i7-6700k @ 4GHZ
16GB RAM
