This adds a github action that will publish the project to npmjs.org whenever at github release is published.
The repository secret
NPM_TOKENneeds to be set to a valid real token before this will work (at the time of raising it is set to a dummy value). @adelarsq and @doranteseduardo or @geo-vi are the only ones who can generate a valid token at the moment.
