Dump list of admins from Jenkins Master #183

We have a use case to allow for mass emailing admins of Jenkins Masters. Since this list can by dynamic we would like to dump a list of users periodically from Jenkins Master itself and sync our own data sources.

@mikej6996 - I know you've done some work on this already. Should that work be included with upstream cinch?
