Annotations not firing queries

Hello,

I found a bug / improvement to do around the annotations.

Describe the bug

After I created an annotation I can click it, it will open the panel but not query the data.
The timestamps are correct in the URL, and the view is correct when I hit the "refresh dashboard" button.

Steps to reproduce

1. Create an annotation.
2. Click on this annotation in an annotation list.
3. [opt] refresh the dashboard to see the desired view.

Expected behavior

I would like the data to refresh without clicking the refresh button.
