Add automatic phrases collector

What does this PR do?

• Add script to automatically collect all frontend i18n phrases and update all existing locale files with the new phrases.
• Adds a new pre-commit hook that will run the script anytime frontend components are changed.
• Updated translation docs.

Checklist before merging

• Make sure you have installed and initialized pre-commit. pip install pre-commit and pre-commit install
