Exeprimental: External configuration UI

In order to offer a better interface, we will need more space.

Current solution was used for simplicity to avoid frame communication, and also offer support for usecases like support for multichat in a single page, or even popout chat, with configuration on a per video basis.

Considering the usecase above, the only solution is to offer configuration into a tab / new window. Modals require a parent page which are not always preset, and differ in origin. Extension button in toolbar would not be enough to configure multiple chat in a single webpage, and the toolbar is usually not displayed in popout chat.

Since configuration is still on a video basis, the new page should embed the chat, video, captured message, and the new configuration UI.
