2.0 rewrite (typescript, etc.)

i like this library so im rewriting it to make it more in line with how i do things nowadays

• replace standard with prettier
• replace standard with eslint
• use typescript
• replace ava with jest
• actually lets give vitest a whirl instead
• replace travisci with github actions
• throw out useless badges
• set up coverage (again)
• go over the code, clean it up and the comments
• fix up readme
