+1 from an admin standpoint, especially since email recovery seems to be the only other way to recover an account which relies on a properly configured mail setup. (Which isn't a high bar, but still. Alternatives are good.)
Without his feature, should email be unavailable for any reason (subnet, policy, etc), resetting a user's password becomes essentially impossible without manual database manipulation. This is not an ideal situation.

I just noticed that admins can not reset user passwords. I believe this should be added.
