Handle Pokemon w/ Static IVs in ZA, Improved Legality

• This makes it so the IVEnforcer doesn't forcefully push 6IV on illegal IV sets if a user didn't write out any IVs.

• Forcing the 6IV alternative on Pokemon with only one static legal IV encounter will just deem the Pokemon illegal, so now we're just going to force those Pokemon to have their static IVs no matter what a user requests.

• If I were to request a set like:
  $trade Rayquaza
  It would say it was illegal because the IVEnforcer was trying to push 6IV.

• Now, if a person requests that set with the StaticIVEnforcer in place, it simply implements the default, legal, static IVs, allowing the trade.

• If a user requests custom IVs that are not available for that Pokemon, the bot ignores it and forces the default, legal, static IVs on the Pokemon.
