Authentication and basic command suport

First release

This is the first release of SIMP3
This version contains none of the promised upcoming feature of SIMP3 but contains almost every feature that SIMP2 and SIMP1 had
The only thing we need to add to make it completely equal to SIMP1 and SIMP3 is authentication and then the newer features we will be adding will excel from the previous version. Features such as: Better commands, Database, Permissions, Channels, Plugins etc will be added
