Issue templates have been updated from Markdown to YAML forms to improve usability. Continuous Integration workflows have been revised and enhanced for more efficient performance. This includes the removal of old workflows and introduction of new ones such as Infection for mutation testing and other automatic releases setup. Testing files and other configurations have also been adjusted to align with the new setup and the latest standards.

The Infection testing tool has been updated to version 0.28 from 0.27. This required some refactors in the tests in DecodingTest.php, updating attributes and changing the test functions to be more concise. Additionally, a bootstrap file was added for PHPUnit, and minor changes were made to the Rector and ECS configurations.
