Description

We are updating to Node 18.18.0 in preparation for February's deprecation within Twilio.

Checklist:

This is the correct code, but with the two additional commits, I'm worried I carried some of my edits over from other technical dives. In order to protect this version update. I've set up another pull request called node18-update-II to remove extra commits that are not critical to this tech solution.
