I think there's no reason to base this PR on PHP 5.5 :) Then, you can add [ci skip] to your last commit message to prevent from creating a new build when only changelog is changed :)

The PR with PHP 5.5 will be merged in a while!

I need both PHP 5.5 and improved changelog on another PR #3239, so I found it straightforward solution (there is no real disadvantage of this) 😄

@stloyd I started it here #3239, but I know it could be started in this PR... I will change that 😉
