We should check the consistency of the <desc> elements in the tagdocs, probably to ensure that they all begin consistently with a present tense verb. Opened in response to discussion on PR: #2041

Also think about inclusion/exclusion of terminal punctuation.
Update TCW24 to capture wording decision.
