  • requires versioned tipoff/invoices prior to merge
  • requires updated version of tipoff/refunds

There will be more in a future PR, this change set is primarily to get its migrations runnable again.

The payment should also have a billing Address (TIPOFF/addresses#19) for the user, which was the previous purpose of Customer.
