This pull request implements a workflow that builds the documentation using sphinx and automatically pushes it to the
gh-pagesbranch. The workflow is triggered on pushes and pull requests to themasteranddocsbranches. The documentation page is hosted on github pages: https://tno.github.io/harlow/
